Packaging upstream binaries when we already have official releases

First off, apologies: I don't have much feedback for the TU side of
this. I just wanted to give my own two cents here; it would be nice
if we could get the guidelines to be a bit more specific, especially
in this case. There have been several more threads about this in the
past months; people seem to generally be confused.
