I don't see why 10 votes on /new/ packages is a bad thing, if there's a 
specific package that a TU wants to add to [community] with less than 10 
votes (and not a dependency/i18n/etc) it doesn't seem like it would be 
too much trouble to post it to the ml and discuss with the rest of us first.
