Yes, you trying to build with QT-4 here. Maybe there is a configure option to 
set the path right. (Have you sourced qt3 and jde3 profiles?)

Anyway: I think this compiz stuff might be obsolete now since KWin support 
such desktop effects out-of-the-box.
