[aur-general] up-to-date package management instructions

Are the instructions on the DeveloperWiki's HOWTO Be A Packager page
current? I wrote a script a while ago to handle updating packages but
recently it stopped working. I also tried to add reflector but that
didn't work either (yesterday).

This isn't an ssh issue either as both ssh and svn connections work.

I can post the error messages but I want to make sure that I"m
following the right instructions before I waste someone's time.
