This means that we cannot override (A) in the rest of the byelaws. I can 
imagine that we might want to create something requiring (say) a 2/3rds 
majority for some type of serious proposal at some point... How about:

   A) the number of YES votes is greater than half the number of active TUs,
OR B) quorum has been established and the number of YES votes is greater
than the number of NO votes;
UNLESS otherwise stated in a section of the bylaws pertaining to the proposal.

or something similar?

Just more thoughts, trying to spot loopholes, etc... :-)
