Those aren't reasons to delete - except if I read the AUR comments 
correctly, the maintainer-at-the-time (Citral) renamed toggl to 
toggl-desktop, and that's why Citral said toggl should be deleted.  (And 
toggl-desktop to remain.)  That's a valid reason to delete toggl, so yes 
a TU should delete it.
