This list is missing an important (new) step: The PGP key needs to be
verified by at least 3 of the 5 master key holders. This brings up an
important point: For existing TUs/developers, I have been relying on
server accounts for verification. For new people, I am not so sure what
to do (maybe nothing).

Anyway, the list should be extended to include the verification part.
