[aur-general] AsciiDoc version of the TU bylaws -- voting period

Please note that this vote is only about converting the bylaws to
AsciiDoc [3], [4]; there aren't any changes to the bylaws themselves.
Also note that this amendment requires a quorum of 75%. I'd like to
