Perhaps, and that's one of the downsides of tagging. My point was really 
that setting a category is a piece of cake for a maintainer to do. It 
takes about three seconds per package; but adding a bunch of tags could 
become a pretty time-consuming process which I don't think should be 
shifted entirely onto the maintainer.
