[aur-general] Update package python2-scitools

I would like the maintainer of python2-scitools to update the package at
https://aur.archlinux.org/packages/python2-scitools/. The PKGBUILD is in
the comments.

If the maintainer does not respond, I can take over maintenance of said
package.
