Right sorry, I was just going off the top of my head since I'm not near my PC and can't install the package.
If you're gonna keep the install commands then sure, -m644, keep things safe from normal users and also make things clear for the readers.
If you're going to keep just the cp commands I'd at least add --no-preserve=owner to make sure the user who installed the package doesn't stay the owner of the files once installed.
Either way should be fine, both of them too if you prefer that. Can't help you with your problem though, sorry.
