It was dropped from the repos with a bunch of other vestigial kde4
packages on 2017-12-17.

If any users still want this package, they could start by reviving
kdepimlibs4 and a few other packages from the historical versions in
[extra] -- the PKGBUILDs can still be found in our svn repository.
