Turns out this is because the submitter wanted a package that optdepends
on rsync, which is required to use the Offline Mode.
We've since discussed it and I pointed out the correct technical
solution is to file a bugreport asking for an optdepends in the
community package.

Since the submitter was cooperative and now knows how to handle things
like this properly, it's obviously unnecessary. :D
