[aur-requests] [PRQ#15874] Orphan Request for mingw-w64-libtool

tican [1] filed a orphan request for mingw-w64-libtool [2]:

author note, that this package need to be updated with mingw-w64-gcc,
but package use very old gcc (mingw-w64-gcc=7.3.0) (today it is
9.2.0-1, last this package update is 2018-03-22 01:15). We need update
dependency or make it tolerant to version (this make force reinstall
required)
