[aur-requests] [PRQ#19831] Merge Request for hoard

SeriousBug [1] filed a request to merge hoard [2] into libhoard-git
[3]:

The package is unmaintained, and incorrectly named (hoard, rather than
libhoard-git which reflects the actual name of the library, and the
fact that it's a package built from latest git sources).

I fixed and updated the package, and created the new package libhoard-
git to replace it.
