[aur-requests] [PRQ#19120] Merge Request for shellcheck-static

katt [1] filed a request to merge shellcheck-static [2] into
shellcheck-bin [3]:

-bin is more appropiate of a suffix since that's exactly what it is,
old package was also outdated.

Was told on IRC this is how I'm supposed to go about it.
