DDoSolitary [1] filed a deletion request for gst-plugins-bad-nvidia
[2]:

The additional plugins that this package provides (vdpau, nvdec,
nvenc) has been removed in the latest version of gst-plugins-bad.
vdpau was removed because "The plugin has been unmaintained and
unsupported for a very long time", according to the project's
changelog. nvdec and nvenc was replaced by the nvcodec plugin, which
doesn't require CUDA to build and thus is already provided by the
official gst-plugins-bad package.
