[aur-requests] [PRQ#30963] Deletion Request for tal-filter

dvzrv [1] filed a deletion request for tal-filter [2]:

tal-filter-vst provides /usr/lib/vst/TAL-Filter.so which is provided
by distrho-ports in [community].

Feel free to bring back the vst3 variant as tal-filter-vst3-bin (as
this is a binary package and not built from source).
