[aur-requests] [PRQ#23204] Orphan Request for kops-bin

Package hasn't been updated since May 2020, I've tried contacting the
maintainer by email, but got no reply. I'd like to maintain this
package, if the original maintainer returns, I'm happy to be a co-
maintainer (or add him as a co-maint)
