This is a duplicate of brave-beta-bin.
In fact, visiting the upstream URL https://brave.com/download-dev
redirects to https://brave.com/download-beta.
Also, there's no such thing as beave-dev in the github release page
(https://github.com/brave/brave-browser/releases) either.
