MarsSeed [1] filed a deletion request for lib32-libcap-ng [2]:

This is an orphaned lib32 package, last updated in 2020.

It seems it's not needed by anything in 32-bit.
(My guess is it's too new - introduced in 2015 -
for it to be depended upon by legacy 32-bit binaries.)

Safe to delete, no impact.
