This is perfectly legit.

Manjaro officially used to carry it for years in their binary repo.

Custom hosting of the source is necessary because it is only officially hosted here:

https://store.kde.org/p/998469/

Which is not providing a stable URL, preventing download by command line tools like curl, used by makepkg.
