MarsSeed [1] filed a deletion request for user-manager-git [2]:

Quote:
"As of Plasma 5.19 and later, the KCM has been moved to the plasma-
desktop repo and this repo is unmaintained."

Therefore this package is not needed anymore. (It is now an outdated
duplicate of a component in plasma-desktop package.)
