MarsSeed [1] filed a deletion request for python-pyarrow-bin [2]:

Not required (anymore).
This is at v2.0.0 whereas [community] python-pyarrow is at 8.0.0

Also it is discouraged to use Wheel packages whenever possible
(and in this case it is).

Nothing depends on this old '-bin' package so it's safe to delete.
