MarsSeed [1] filed a deletion request for ruby-em-winrm [2]:

Discontinued in 2015. Orphaned package.
This was some kind of Windows Remote Management Ruby module,
but seems it is not used or developed anymore.

Safe to delete. Nothing depends on it.
