MarsSeed [1] filed a deletion request for python-pymc3 [2]:

This year, the project renamed its Python 3 module to PyMC
(without the number '3' in the name), and released v4.0.0. [a]

It seems there is no interest in AUR community to maintain this one.
But as nothing depends on this package here, I suggest deletion.
