Thaodan [1] filed a deletion request for libtd [2]:

The package is a duplicate between telegram-tdlib.

The maintainer argues that he uses Clang to reduce memory to argue why
the package exist.
However this isn't enterily true and the users compile environment
isn't part of the packaging.
