MarsSeed [1] filed a deletion request for lib32-cogl [2]:

Orphaned package, last updated in 2019.

Deprecated and retired library along with GNOME Clutter. [*1]
It "has been in deep maintenance mode since 2016". [*1]

Starting from GNOME 42 (released recently), Clutter and
Cogl have been completely *removed* from the GNOME SDK runtime. [*1]

Its source code repo has been moved to the archives. [*2]

There are no dependents in AUR.
I suggest it's safe to delete this unneeded lib32 version.
