MarsSeed [1] filed a deletion request for kate5-syntax-llvm [2]:

Orphaned package, last updated in 2018, sources gone.

This was only two syntax highlighting definition files
for KDE's Kate text editor.

They are not needed anymore. Since 1 Jan 2020 Kate has an integrated
LSP (Language Server Protocol) client plugin, via which the editor
can access helper modules for a large list of programming/markup
languages.

C/C++ helper is based on LLVM/Clang and it's already configured by
default.

Safe to delete this abandoned legacy package.
