[pacman-dev] renaming files

hi

i know, that's a problematic operation in cvs, but you recently renamed
rpmvercmp to versioncmp, so here is what would have to be renamed:

- configure.in: this name is obsolete, the proper name is configure.ac

- ChangeLog: this file is usually the generated by cvs2log, the
  handwritten (& more human-frendly) abstract is usually called NEWS

- if we are at it, what about addig an AUTHORS file?
