Yes, that's correct.

Well fixed probably isn't the right word. I followed the suggestion of 
using the ISO 8601 date format YYYY-MM-DDThh:mm:ssTZD (eg 
1997-07-16T19:20:30+01:00) in .PKGINFO, pacman/libalm still needs 
patched to localize the date.
