[pacman-dev] pacman 3.0 in testing

Well, pacman 3.0 has gone to testing.  It may take some time for
everything to sync and all that jazz, but for those packagers using
testing (and pacman 3.0) you will need an extra step for the time
being when uploading packages.

pacman will create packages tagged with the architecture, (i.e.
pacman-3.0.0-1-i686.pkg.tar.gz) you will need to rename this WITHOUT
the architecture until we update all the dev tools to use the new
format (this includes the devtools package and the archlinux.org repo
scripts).
