Yes, you can.  I have testing enabled, before current in pacman.conf:

$ pacman -S current/pacman
warning: pacman: local (3.0.0-1) is newer than current (2.9.8-4)
:: pacman-3.0.0-1: local version is up to date. Upgrade anyway? [Y/n] 
resolving dependencies... done.
