There was a recent thread on this[1] in the pacman 3.2 feature requests,
started by me - I was wondering the same thing. 

I'm currently working on moving this into its own library, to keep
libalpm "pure" (ie. package management stuff only) but to still allow
frontend-writers to share the code.  I'm almost done, too.  :)

I'll be submitting a patch or something of that sort in short order.
