With a potential move of abs from cvsup to rsync, would it make sense
to include a 'seeded' abs tree as part of the abs package (a point in
time snapshot of the abs tree) so that people can get off to a bit of
a start, as well as spread 'some' of the initial bandwidth to the
mirrors?

Something like the abs package including a snapshot in
/usr/share/abs/base-tree.tar.gz or something equally brain dead.
