External in the sense of outside of pacman, yes.  But if it's an
"official" tool of arch, I don't see the problem here.  If anything,
we could make yet another script that wraps around repo-add if you
really don't want the functionality in repo-add.

This is exactly what I think is a bad idea.  I wouldn't want someone
to query a server when they searched the filelist.. maybe I'm alone in
this sentiment.
