[pacman-dev] call for translation updates for pacman 3.1.3

Hello,

All our translations are already fully up-to-date for 3.1.3 (because no
strings changed from 3.1.2).
However, it's probably always possible to improve a translation, so now is
the time to do it if you find it necessary :)
You can grab the up-to-date po files from there :

Two comments about these po files :
1) The c-format tag was added to every strings for catching strings format
errors (for example if msgstr contains a %s, but not msgid)
