There was definitely a change between 3.3.0 and 3.3.1 :

Just to be sure, you could try reverting just that commit on 3.3.2.

But then, it seems to work for most users, using all the official
mirrors. So I am not sure what is wrong.
Maybe your http server is broken and does not handle/report
Last-modified correctly.

I believe you could check this header using wireshark or another
network analyzer.

You could also try using a different http server.
