I inadvertently broke my email account when I configured

If you indicate that the database is to be signed and it is in fact
signed, then it doesn't matter: the database itself dictates whether a
package should be signed (based on whether it includes a signature in
desc). I'll also make all the config directives both global and
customizable on a per-database basis.
