I inadvertently broke my email account when I configured
git-send-mail, and I only just realized it. Everything I've sent to
the list since then didn't go through, so I'm resending this message,
originally sent June 5.

If you indicate that the database is to be signed and it is in fact
signed, then it doesn't matter: the database itself dictates whether a
package should be signed (based on whether it includes a signature in
desc). I'll also make all the config directives both global and
customizable on a per-database basis.
