Should we not run it in testing first, as a full replacement for the existing netcfg? The current install is side-by-side, which is not how it will ultimately be used.

maybe a good idea, though the change is pretty simple, just removing netcfg from initscripts. The only change on the netcfg2 side will be a symlink from netcfg2 -> netcfg so both commands work.
