Basically yes - the way it's set up to do distribution-specific packaging essentially expects you to create 'fglrx' packages.
I think we can do without the metapackage again, though.
Don't change anything. Let it like it is. If you later running in trouble then think again. By the why, I am using at the Radeon Xpress 200m, 9550, X300, X1300, X850, and I didn't see any differant's. It works!
