Historically, Eclipse packages have never included a "-bin" prefix despite being binary re-distribution - even when Eclipse was in the [community] repository, it did not have a "-bin" prefix even though it was not compiled.

With this in mind, I would like to request an exemption to the "-bin" naming based on the historical precedent of how Eclipse packages have been named both officially and unofficially. If approved, I'll re-submit a request to merge with eclipse-java [1].
