[PRQ#81222] Orphan Request for llama.cpp-vulkan-bin

ercpereda [1] filed an orphan request for llama.cpp-vulkan-bin [2]: This package has been flagged out-of-date for over 4 months with no response or updates from the maintainer. The current version in the AUR is significantly behind upstream. I would like to adopt the package to bring it up to date and maintain it going forward.
