There are several bugs fixed in 3.1 (mostly fix from Nagy), but also that bug with tr_TR locale that makes pacman unusable.
also upgraders should be notified about that you dropped support for ignorepkg and IGNOREPKG (which is probably used by many users) - VMiklos
