I noticed an overzealous sed or something made the following comment
block a bit odd in man.conf. Anywhere that "-Tlatin1" appeared you
removed it, which makes the below comments not so helpful. Below I
changed it so the second line still contains the -Tlatin1 note, and
the note about UTF-8 double conversion was completely removed.

I'll still give groff and man my signoff though for i686, although it
would be good to get this fixed in a future release.
