The users aren't children.

iphitus at korolev:~$ rm /usr/lib/klibc/include/asm
rm: cannot remove `/usr/lib/klibc/include/asm': Permission denied

If a user can't figure out that needs root, then, well, bad luck. I
don't know how they got so far using Arch in the first place.
