Note that perl-config-ini has been maintained by seblu since
2012-01-27, so he must have either actively disowned it, or never
adopted it in the first place. This is not a case of wanting to move a
package that has just been uploaded, but not adopted yet. See:

Seblu, just adopt the package if you still want it, I won't move it
until after having heard from you.
