[arch-dev-public] Moving wicd to [community] or AUR

Hi,

I no longer use wicd and the last (feature) release is from 2012, so I will
orphan this and if anyone is interested in maintaing it, please do so. They
have released a new version in December, but it doesn't really work stable
(at least on my PC).

If no one has adopt it until end of January, I will move it to AUR.

Any objections or comments?
