Since sshd_config (unlike ssh_config) doesn't seem to accept an Include
keyword, I guess we could try rolling our own by making the sshd role
append any fragments we install in our own magic directory, then having
the WIP aur role install a fragment? IIRC the other recommendation we
discussed at the time was using roles that depend on each other, but the
devops team decided that wasn't a desirable feature.
