[arch-devops] terraform 0.13 upgrade

I'm getting this:

Error refreshing state: state snapshot was created by Terraform v0.13.1, which is newer than current v0.13.0; upgrade to Terraform v0.13.1 or greater to work with this state

Repos terraform is 0.13.0. I guess we need 0.13.1 on the repos ASAP?
